The Agreement shall be open for signature to States that are members of the United Nations Economic and Social Commission for Asia and the Pacific at Bangkok, Thailand, on 7 and 8 November 2013, and thereafter at United Nations Headquarters in New York from 11 November 2013 to 31 December 2014. 2. The Agreement shall be subject to ratification, acceptance or approval by signatory States. 3. The Agreement shall be open to accession by non-signatory States which are members of the United Nations Economic and Social Commission for Asia and the Pacific. 4. Instruments of ratification, acceptance, approval of or accession to the Agreement shall be deposited in good and due form with the Secretary-General of the United Nations.
