Soliciting Bids. After ACHD has approved the Project plans and the Engineer’s Estimate, Developer shall solicit a minimum of three (3) bids for construction of the Project in compliance with the approved Project plans and the related requirements for public highway projects as required by Idaho law. As an alternative, Developer may hire, at Developer’s sole cost and expense, a construction project manager to solicit competitive bids from subcontractors following the requirements set forth above. a. ACHD shall review and approve the bid amount prior to Developer awarding contract.
