Spareboard Rules. (a) Spareboard work will be packaged by the Municipality and offered to Spareboard Operators on a seniority basis. (i) All known regular eight (8) hour shifts (indexes), booked off in advance due to illness, injury, WCB or other circumstances, spareboard shifts, and charters will be offered by seniority to Spareboard Operators, Overtime Operators on their regular working day, and Overtime Operators on their day off, in that order, seven (7) days a week at 1700 hours the day before. Note: Regular shift Operators, on their regular working day, may only accept an A.M. “On Call to Shift” position provided their regular duties begin after 0930 hours. (ii) It is the responsibility of Spareboard Operators to advise the Transit Service Coordinators, prior to 1700 hours, as to their preference of work for the following day. If not done, Operators will be assigned on estimated earliest finish, by seniority. (iii) Operators accepting spareboard shifts and charters for the next day will report at the start times assigned (except for “On Call” positions). (iv) Morning “trippers” weekdays, as designated, will be signed by seniority. (v) For other work not assigned the day before, work will be packaged and offered by seniority between 0900 and 0915 hours. At this time, the assigned working hours will be locked, however, the duties within these hours may change as part of the daily guarantee. (vi) Notwithstanding B.1 and B.6 (a) (v), AM Standby Operators starting prior to 0530 hours Monday through Saturday will be guaranteed work finishing within ten (10) hours from the start of their day. (vii) For Sundays and Statutory Holidays, AM Standby Operators starting prior to 0630 hours will be guaranteed work finishing within nine (9) hours from the start of their day (except Easter Monday). (viii) Spareboard Operators on PM Standby are required to check with the Transit Service Coordinators one (1) hour before their start time to confirm whether a later start time is necessary to cover a booked off shift. (ix) To facilitate coverage, a Spareboard Operator may be required to work up to ten (10) minutes extra at the current overtime rates within the confines of B.1. (b) Booked Off Shifts and Other Work Occurring After 0915 Hours Work occurring after 0915 hours will be distributed by seniority to regular Spareboard Operators, Overtime Operators on their regular working day, and Overtime Operators on their day off, in that order. To facilitate seniority, booked off indexed shifts will be split into two parts, as a minimum. There is no requirement to split the shift into more than two parts, but this may be done to facilitate coverage. Where coverage of the shift cannot be accomplished as above, the full shift may be given to one Operator. (c) Short Notice Coverage It is understood that in the case of volume delays or absolute emergencies, the Company may use existing on-duty staff, or whoever is available, to cover work up to a maximum of two (2) hours. (d) Overtime Call Back Except for emergencies as outlined in sub-section B.6 (c), where overtime comes available and an Operator cannot be reached, five (5) minutes will be allowed for potential call-back, by the Operator, before moving on to the next most senior Operator. (e) Spareboard Availability A Spareboard Operator finishing a shift after 2400 may turn down the overnight distribution of work provided notice of such has been received from the Operator by 1700 hours. (f) Spareboard Splits Spareboard Operators will have a maximum of one (1) split per eight hours worked. (g) Overlapping / Linking Different work assignments may be linked provided the service will not operate behind or ahead of schedule, as may be determined by Transit Management (or designate) unless, due to time constraints or a shortage of Operators, Transit Management (or designate) may alter the times of scheduled trips to facilitate linking and to mitigate inconvenience to the public. (h) Telephones Temporary and Probationary Operators will be required to assist on phones. (i) Red Lining Operators in training may be red lined up to five days maximum, with the understanding that if additional time is required, the employer will consult with the Union.

(vi) Notwithstanding B.1 and B.6 (a) (v), AM Standby Operators starting prior to 0530 hours Monday through Saturday will be guaranteed work finishing within ten (10) hours from the start of their day.

Spareboard Rules. (a) The following rules shall govern the assignment of work: the Company responsibilities and the employee responsibilities for those employees employed as Spareboard work employees.
1. While the Company is entitled to schedule shifts of various lengths to meet operational needs effectively, shifts will be packaged by scheduled as much as possible to maximize the Municipality and offered to Spareboard Operators on a seniority basis.
(i) All known regular eight (8) hour number of full shifts (indexes), booked off in advance due to illness, injury, WCB or other circumstances, spareboard shifts, and charters will be offered by seniority to Spareboard Operators, Overtime Operators on their regular working day, and Overtime Operators on their day off, in that order, defined as those between seven (7) days a week at 1700 hours and eight and one half (8.5) hours, including split shifts) prior to instituting shorter shifts, except that the day before. Note: Regular shift OperatorsCompany is not required to incur additional costs in order to meet this provision, on their regular working day, may only accept an A.M. “On Call to Shift” position provided their regular duties begin after 0930 hourssuch as scheduling shifts shorter that the four (4) hour minimum as set out it Article 8.3 or incurring unnecessary premium/OT pay.
(ii) It is the responsibility of 2. All Spareboard Operators to advise the Transit Service Coordinators, prior to 1700 hours, as to their preference employees must be available for any piece of work that comes available as set out in the call in procedures. Spareboard employees shall not be permitted to restrict their availability for work assignments including restrictions placed on start, finish and/or split times without the written approval of the Company Manager.
3. Spareboard operators should call the depot between 15:00 and 15:30 the night before to receive any work assignments for the following next day. If not done, Operators working at that time should radio Dispatch during that time frame.
4. Work assigned at 15:00 will be assigned to Operators on estimated earliest finish, the principle of first on last off by seniorityseniority to available Operators who can do the work at straight time.
(iii) Operators accepting spareboard shifts and charters for the next day will report 5. If no work is assigned to an Operator at the start times assigned (except 15:00 call-in, that operator must call the depot between 8:30 and 9:00 for “On Call” positions).
(iv) Morning “trippers” weekdays, as designated, work for that day. Operators calling at this time will not be signed by seniority.
(v) For other required to accept any work starting prior to noon. If work is not assigned the day before, work will be packaged and offered by seniority between 0900 and 0915 hours. At at this time, the Operator is released from all obligations to be available for work that day.
6. Spareboard Operators may pass on work assignments provided there is a junior Spareboard Operator available to do the work at straight time.
7. A Spareboard employee wishing to pass work down to a less senior employee must advise the Duty Dispatcher of their intention to do so not later than 14:00 hours the day before the work pass is to take place.
8. Passing work down to a less senior employee is not to be considered as a day off. An employee passing work remains subject to a call by reverse seniority and must be available to accept the work assignment.
9. All work assigned working hours will be locked, however, the duties within these hours may change as part of the daily guarantee.
(vi) Notwithstanding B.1 and B.6 (a) (v), AM Standby Operators starting prior confined to 0530 hours Monday through Saturday will be guaranteed work finishing within a ten (10) hours from hour total elapsed time (TET). All work assigned that exceeds the start TET is subject to O/T premiums and procedures as set out in Article 8 of their daythis Agreement.
(vii) For Sundays and Statutory Holidays, AM Standby Operators starting prior to 0630 hours will 10. All Spareboard employees shall be guaranteed work finishing within nine (9) hours from the start of their day (except Easter Monday).

(c) Short Notice Coverage It is understood that in the case of volume delays or absolute emergencies, the Company may use existing on-duty staff, or whoever is available, to cover work up entitled to a maximum minimum of two (2) hoursconsecutive off days to be chosen by seniority from a list of available off days during a major sign-up. Once selected, off days may not be altered or changed except through the exchange of shift option
11. Employees opting to work on an off day will be placed on the bottom of the spare board for that day. Should an employee opt to work on an off day the provision of two (2) consecutive off days will not apply.
(d) Overtime Call Back Except for emergencies as outlined 12. All Spareboard work will be assigned based on seniority and total paid hours. The senior Spareboard employee available will be assigned the work with the most total payable hours. Subsequent assignments will be made in sub-section B.6 (c)order of total hours payable to the most senior employee available. When total payable hours are equal, where overtime comes available and an Operator canthe assignment will be made based on the earliest finish time. If finish times are identical, the assignment will then be made based on shortest split.
13. All assigned shift commencement times shall not be reached, five altered unless the Spareboard employee assigned the work has been given a minimum of ninety (590) minute’s notice of the change. The Duty Dispatcher will not make repeated calls to a Spareboard employee in an attempt to notify the employee of a shift change. If unsuccessful after two (2) attempts and if contact is not made by the employee after fifteen (15) minutes from the second call if a message is left for the employee, the Duty Dispatcher will be allowed for potential call-back, by the Operator, before moving go on to the next most senior OperatorSpareboard employee.
(e) Spareboard Availability A Spareboard Operator finishing a shift after 2400 may turn down the overnight distribution 14.
