Specific Substances and Uses. Members shall not participate in discussions nor be entitled to vote on matters related to Uses and Substances for which they have not participated in cost sharing, as specified in Articles 14, 15, 16, and 18 hereto, and they shall in this case not be counted towards the necessary majority required.
