Staff Utilization. 24 The safety of students at school is a shared responsibility of all the certificated and non-certificated staff. The 25 supervision of students before school, after school, in the lunchrooms, during recesses, during passing periods, 26 and in non-instructional settings shall therefore also be a joint responsibility. In making provision for the 27 prudent supervision of students, it shall be the goal in each building to balance the supervisory responsibility 28 among all staff members. However, within the limits of the staff hours allocated to each building, certificated 29 staff shall be utilized in roles where certificated persons are required to perform the work, and non-certificated 30 staff shall be utilized where possible to release certificated staff to perform those tasks. The assignments of 31 the personnel allocated will vary from building to building in response to the collaborative decisions of 32 building staff and administration. If an accord cannot be reached in a building, the administrator shall 33 implement temporary assignments and the parties shall seek facilitation of an accord in a timely fashion. 34
