State Planning. Transportation and land use planning agencies on both sides of the border have identified the need for an additional border transportation corridor in the San Diego-Baja California area. Local, regional and binational land use studies have identified East Otay Mesa as the preferred general location for the new transportation corridor. Plans to accommodate higher volumes of people and vehicles at the San Xxxxxx XXX and Otay Mesa XXX have been undertaken by GSA. Upgrades to and expansion of pedestrian and vehicular inspection facilities through a three-phase plan at the San Xxxxxx XXX are intended to address projected increased demand. The Otay Mesa XXX, located on the eastern edge of the City of San Diego, is planned to be modernized but has limited room for further expansion within existing right-of-way boundaries in the U.S. and Mexico. The project is of statewide significance due to the international commercial traffic having local, state, national, and international (other than U.S. and Mexico) origins and destinations. SR-11 would provide access to the Tijuana-Tecate toll road, established transfer and distribution centers in San Diego and other South Bay communities, and to the State highway system.

State Planning. Caltrans District 4 has completed the District System Management Plan (DSMP) project List, Transportation Concept Report (TCR), and Transportation System Development Plan (TSDP). Transportation Corridor Concept Report #10 (2002) identifies the 25-year concept for this portion of I-680 as a six-lane freeway plus two express lanes, for a total of eight lanes. The TSDP recommends a comprehensive package of improvements, strategies and actions for the corridor. The project is consistent with all State Planning Documents.
State Planning. The ultimate route concept for Route 1 is to widen non-standard lanes and shoulders; add passing lanes and turn-outs; add channelization for turns; improve local circulation in the City of Xxxxxxxxx; provide separated railroad crossing on SR 166 or parallel alignment in Guadalupe and widen Santa Xxxxx River Bridge.
State Planning. A TCR for I-580 in District 10 was approved in June 2014. Within San Xxxxxxx County, the existing facility is a four-lane freeway. The concept facility is an eight- lane freeway with HOV lanes. The proposed interchange improvements are compatible with the TCR and do not preclude I-580 to be widened from a four-lane freeway to ultimate planned eight-lane freeway in the future. The Governments (SJCOG) 2018 Regional Transportation Plan (RTP). The plan identification number is SJ14-2002. According to 2017 Countywide Comprehensive Transportation Plans, Contra Costa Transportation Authority and Caltrans are working on the Innovate 680 Study, which includes a package of multi-modal strategies for improving car and bus operations along the I-680 corridor from the Benicia-Xxxxxxxx Bridge to I-580 west of the City of Xxxxx in San Xxxxxxx County. The interchange improvements proposed by this project are not captured within the 2017 Countywide Comprehensive Transportation; however both projects have the same intent of improving regional traffic circulation.
State Planning. This project is compliant with Streets and Highways Code section 2192 because it implements highway improvements to accommodate the movements of freight more efficiently and to relieve traffic congestion along I-80 and US 50, goods movement corridors. The Project supports the following goals of the California Freight Mobility Plan: strategic investment to maintain, enhance, and modernize the multimodal freight transportation system to optimize integrated network efficiency, improve travel time reliability, and achieve congestion reduction. It also aims to grow the economic competitiveness of California's freight sector through increased system efficiency, productivity, and workforce preparation. Additionally, the Project supports strategies that may reduce, avoid, and mitigate adverse environmental impacts for the freight transportation system, enhancing community health and wellbeing by mitigating the negative impacts of the goods movement system across California's communities. Moreover, it focuses on maintaining and preserving infrastructure assets while also aiming to reduce freight-related deaths or injuries. The proposed managed lane work on I-80 for this project is discussed in the “Xxxxxx/ Yolo/Sacramento I-80 Comprehensive Multimodal Corridor Plan” (CMCP, dated January 2023) as one of over two hundred I-80 corridor improvement projects proposed to improve corridor operations, increase travel choices, and close gaps in the existing multimodal transportation system. The CMCP includes these segments within our project limits: Segment 6: I-80 from Sol/Yol County Line to US 50; Segment 7: I-80 from 50/80 Split to West El Camino; and Segment 9: US 50/I-80 Interchange to I-5/ US 50 Interchange. This project will also meet some of the CMCP goals to improve freeway travel time reliability, help close the gaps in Transportation Operation Systems (TOS) elements, by adding Ramp Metering, Vehicle Detection Sites, Closed-Circuit Television Cameras and Changeable Message Signs. The Mobility Hub proposed on this project is also mentioned in the CMCP and that it will help improve access and connections to existing and future multimodal (bus, bike and pedestrian) transportation or Mobility Hubs. US 50 serves the large Sacramento metropolitan area and to the east toward the City of Placerville, where it primarily serves regional travel to the Sierra Nevada and Lake Tahoe. The work on US 50 is in Segment 1 of the US 50 Transportation Concept Report (dated 2014) and C...
State Planning. The SR-91 Federal/State functional classification is Other Freeway or Expressway throughout Orange County. The SR-91 Route Concept Report (RCR) (Caltrans, October 1999) is in the process of being updated to reflect more recent analysis data and may identify additional lanes needed to meet the desired LOS F0. The current RCR shows the ultimate concept for 8 mixed flow and 2 HOV lanes resulting in a 10-lane concept from the L.A. County Line to SR-55. The proposed project would exceed the RCR concept in this segment with 10 mixed flow and 2 HOV lanes, resulting in a 12-lane concept. The concept for SR-91 between SR-55 and the Riverside County Line was also completed in December 1995 with the addition of 2 toll lanes in each direction, known as the 91 Express Lanes, making a 12-lane concept from SR- 55 to the Riverside County Line. The proposed project would exceed the RCR concept in this segment east of SR-55 with 11 mixed flow and 4 HOT lanes, resulting in a 15-lane concept. By the year 2020, the RCR expects the LOS will worsen to F3 for some segments. The RCR report does not outline the specifics of interchange geometry, entrance or exit ramps, or auxiliary lanes. The Corridor System Management Plan (CSMP) - Orange County SR-91 Corridor Final Report (August 2010) was a result of the 2006 voter-approved Proposition 1B ballot measure and California Transportation Commission (CTC) guidelines to describe how mobility gains from funded corridor improvements would be maintained over time, with a focus on operational strategies, incorporation of all travel modes, parallel roadways, and improvements to maintain or improve corridor performance. It should be noted that the CSMP does analyze the proposed project (although with PSR-PDS improvements that have since been modified) within a scenario that also includes constructing a standard right-hand connector exit for XX XX-91 to XX XX-55, which is not a part of the proposed project. The proposed project would provide the additional lanes and auxiliary lanes along the project corridor, which would meet or exceed the strategies considered in the CSMP and which would not preclude other CSMP strategies from being implemented in the future.
