STATEMENT OF NEEDS. A. Scope Selected firm(s) will work with OARC to perform contract compliance audits for specific construction contracts selected by OARC and CPIF. In general, the audits will consist of analyzing contracts including uniform and supplemental general conditions; all invoicing and back-up; schedule of values and related pro-ration; contractor general conditions; subcontractor and self-performed work invoicing; contractor and/or subcontractor wage certifications, fiscal transaction process; and other relevant related process requirements. The project objectives are to: • Determine that xxxxxxxx and payments for selected construction projects are in accordance with contract documents. • Determine that various costs are not duplicated. • Determine the appropriate pricing of change orders. • Identify opportunities for cost avoidance. • Provide information that will result in cost recoveries, and/or to evaluate time commitments in relation to contracts. Virginia Tech may add other objectives, depending on the scope of work agreed to with the successful proposer. Auditors from OARC may assist with engagements as available. The impact on fees should that scenario be chosen will be addressed per project. For individual construction audit projects, this work will ordinarily be performed in two or more phases: • Preconstruction – reviews of construction contract awards, contract terms and conditions. • Construction in Progress – change order reviews, payment applications, General Contractor, architects and 3rd party reviews. • Contract Close Out – validation of completion of projects and cost compliance with contract terms, final bill and mediation. Additionally, projects in one or more of the following construction project related areas may be requested: • Inventory Management – evaluation of controls over management of construction related purchases including receiving, storage, and movement. • Project Management Consulting and Training – evaluate overall project management including project scheduling; provide project management and cost validation training to key management personnel.

STATEMENT OF NEEDS. The goal of this effort is to accommodate the expans ion of ITIP into all eligible areas that choose to participate. Lessons from the initial deployments as well as additional elements of national interest are incorporated in this statement of work. This includes an increased emphasis on integrating existing data, and added requirements for calculat ing reliability performance measures using the data to be collected, and the provision of m onthly data and calculated performance measure reports to the U.S. DOT. This data and reports may be provided over the Internet. The U.S. DOT’s focus in these expansion metropolitan areas is to enhance existing surveillance infrastructure through integration, along with strategic deployment of supplemental surveillance infrastructure. In some areas, the infrastructure deployed as part of this program may be the area’s primary traveler information system. The enhanced surveillance infrastructure and performance data generated will be used to: 1) aid the public se ctor partner in carryi ng out system management activities including operations, planning, analysis, a nd maintenance; 2) support the provision of free basic traveler information to the public for personal use; 3) provide opportunities for commercialization of other Advanced Traveler Inform ation Services (ATIS); and 4) support provision of data and system performance measure re ports to the U.S. DOT on a monthly basis.

Discuss any unique needs of the MFIP and DWP participants, including participants in the Family Stabilization Services (FSS) track. • Transportation (reliable/flexible/affordable) continues to be a critical need. This need is exacerbated by our “rural geography,” lack of regular public transportation services in our smaller towns, and inflation in fuel costs. • Functional English proficiency is needed for almost all employment. There is literally only one employer in town (with some subsidiaries) that can hire individuals who have no, or only rudimentary, English skills. • Criminal history is a barrier to employment
STATEMENT OF NEEDS. 1. For each of the program areas listed below, what needs and priorities will be addressed during the 2010-11 biennium? Children’s mental health: As always, our priority in Children’s Mental Health Case Management is providing the least restrictive service to the child and his/her family, respecting the culture of the family as well as the individual needs of the identified child. We have made great progress in working collaboratively to develop our system of care, which includes an array of outpatient services, as well as school-based mental health options ranging up to intensive placements funded through the current CADI and PCA system. Of course, with the current budgetary challenges our state faces, we are preparing for changes in programs by doing as much due diligence as possible in preparation for new eligibility requirements which will come into effect in 2010 and 2011. We are also looking at using newly developed tools/practices such as “Signs of Safety” and motivational interviewing skills to help families identify what needs they have and how best to meet them. We are working at transitioning away from people meeting program requirements, to asking what people need and building a plan to meet their needs. What we need in terms of social services, across the board, is an adequately funded health care system that doesn’t put families in the position of choosing between the treatment of their child’s anorexia or making a house payment. This is the sad reality we attempt to navigate day in and day out. We continue to try and be creative with resources and work within the current system, but also aim to educate the public and influence policy and practice that more sensibly serves the mental health needs of children.
