Statutory Declaration of Material Breach. Notwithstanding Sections 19.1 and 19.2, and as required by Section 8(1) of the Act, nothing in this Agreement limits the ability of the Treasurer, in his or her sole discretion, to declare a material breach of this Agreement, including, but not limited a declaration of a material breach for any of the following reasons:
