Subcontracting and Purchasing Systems. The contractor shall establish and maintain an acceptable purchasing system in accordance with 252.244-7001 Contract Purchasing System Administration. The government may conduct a contractor purchasing system review (CPSR) in order to evaluate the efficiency and effectiveness with which the contractor spends government funds and complies with government subcontracting policies. The CPSR serves as the basis for granting, withholding or withdrawing approval of the contractor’s purchasing system.
