SUBMISSIONS. a. The parties are encouraged to jointly frame the issue(s) prior to the start of the arbitration hearing. b. If the parties cannot agree on a joint statement of the issues, they will submit separate statements to each other and to the arbitrator. The arbitrator will decide the issues to be heard on this basis.
