Subrecipient Contract Initiation Memo. The Subrecipient will use the Contract Initiation Memo (“Subrecipient Contract Initiation Memo”) [see Section 10.12] for all procurements of $50,000 or more. The Subrecipient will not split or artificially divide any procurement in order to reduce the value of the procurement and avoid competitive process requirements or to fall beneath this $50,000 threshold.
