Termination of Trust Fund Grant Agreement for Failure to Become Effective. If the Trust Fund Grant Agreement shall not have entered into effect by the date specified therein for the purposes of this Section, the Trust Fund Grant Agreement and all obligations of the parties thereunder shall terminate, unless the Administrator, after consideration of the reasons for the delay, shall establish a later date for the purposes of this Section. The Administrator shall promptly notify the Recipient of such later date.
