Time and Materials Method Is Default. Owner May Direct Otherwise. When Owner has requested Design-Builder to submit a Change Order Proposal, Owner may direct Design- Builder as to which method in Section 9.1.3 to use when submitting its proposal. Otherwise, Design-Builder shall determine the value of the Work, or if a request for an equitable adjustment, on the basis of the fixed price method.
