Title VI Considerations. The proposed project includes elements for accessibility of pedestrian and other non- motorized traffic in compliance with Title VI of the Civil Rights Act of 1964 and related statutes. Caltrans ensures that no person in the State of California shall be denied the benefits of, or subject to discrimination under any program or activity because of race, color, religion, national origin, gender, age, or handicap. The project design will incorporate the standards of the Americans with Disabilities Act and the State Building Code for accessibility for persons with disabilities. Design guidelines to encourage the development of transit and pedestrian friendly communities, such as minor concrete sidewalks, curb ramps and gutters, will be included in the design and installed during project construction. Though SR-11 will be a tolled facility, low-income populations will not be precluded from crossing the border because there are two nearby facilities that are not tolled.
Title VI Considerations. The project will not disproportionately affect low-mobility, low-income, or minority groups because the project is considered a “maintenance activity” project rather than an “alteration” construction project.
Title VI Considerations. All considerations under Title VI of the Civil Rights Act of 1964 and related statutes have also been included in this project. Caltrans’ commitment to upholding the mandates of Title VI is evidenced by its Title VI Policy Statement, signed by the Director, which can be found in Appendix B of the IS/EA. The project would not disproportionately impact any of the populations in the project area. HOVs will use the express lane for no cost. Use of the express lane will require drivers of single-occupant vehicles to pay a toll; however, the associated costs do not represent a disproportionate burden as the use of express lanes is voluntary.

The California State Department of Transportation, under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person in the State of California shall, on the grounds of race, color, national origin, sex, disability, or age, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity it administers. This project will comply with Title VI throughout the life of the project. Also, the project will not cause disproportionately high and adverse effects on any minority or low-income populations. The project will not reduce or limit access to businesses or residences, including shopping areas, schools, hospitals, or recreation areas.

All relocation services and benefits are administered without regard to race, color, national origin, or sex in compliance with Title VI of the Civil Rights Act (42 USC 2000d, et seq). The public meeting will include outreach to disadvantaged communities in the vicinity of the project to ensure that project alternatives are discussed with everyone in the public.
