Under Sections IV. B.2-3, Plaintiffs may bring a claim against HABC alleging that HABC is failing, or has failed, to transfer all Xxxxxxxx- related funding to the Regional Administrator. Should Plaintiffs prevail on their claim, the only relief available from the Court shall be an order that HABC transfer all Xxxxxxxx-related funding to the Regional Administrator.
