The meeting was organized by the Ministry of Health with support from partners. The meeting was presided over by the Minister of Health who lobbied for domestic resources from the Members of Parliament. She also launched the Master Plan having noted that it will guide implementation for the next 5 years. ▪ FAA Meeting with District leaders: Act | East staff including the CoP and the R4D consultant traveled to the district of Buliisa to discuss the FAA process with the district leadership. The district reiterated their willingness to support the FAA process and MDA implementation. They also noted that there are systems already in place to facilitate the FAA process. ▪ MDA AAR: RTI staff held an internal MDA AAR with MoH and the partners (WI-HER and StC) that were involved in the MDA process. The district FPs and DHOs were also invited. It was agreed that the MDA process was well planned and executed. The involvement of the Turkana county team ensured that the Turkana migratory population were treated. Key recommendations from the AAR were the need for continuous engagement of the Turkana county leadership to ensure that their population that have settled within Uganda are treated; to change the social mobilization strategy for multi media campaigns to in-person meetings; involvement of One Health in current program implementation to ensure that more people are reached and for future sustainability of the gains made. ▪ Confirmatory mapping in Kween and Bulambuli: Teams traveled to the districts of Kween and Bulambuli for confirmatory mapping, which is ongoing. The exercise was preceded by training and certification of the teams conducted by [Redacted] and [Redacted] traveled ]. ▪ Candidates were selected for the HSS and HR position with both due to Manila in December 2022 to meet with the DOH and USAID Philippines, alongside Act | East consultant start early March. ▪ [Redacted]] is the HSS specialist on the Uganda team from RTI HQ. WI-HER ▪ Supported Moroto, Nabilatuk and Amudat district GESI teams to conduct check-in meetings with root agents and behavior change teams in 10 sub-counties. TCC • Supervision of MDA visit was done in the five border LGAs of Edo state from 14th to 21st December 2022two districts 4-7 May 2021. • Training TSS results indicate that Amudat is above treatment threshold, with TF prevalence between 5-9.9%, and therefore the district will require one round of FLHWs and CDDs was done in Ika Northeast LGA in DeltaMDA as per WHO guidelines, 14th planned for September 2021. Prior to the MDA, a DSA investigation will be carried out in Yala LGA of CRS Amudat. Highlights: • The Zithromax application for MDA in Amudat was prepared and submitted to ITI. An approval was granted, and the drug is expected in the country in June. • TCC provided support to the NTD program to complete CDD training for OV MDA in Gulu, Omoro, and Kitgum, and health education was completed in all the districts. • TCC supported OV MDA, which began in late April and is expected to be completed in all districts by early June. Regional coordinators conducted supervision for OV MDA in Nwoya, Omoro, Amuru, Gulu, Pader, Kitgum and Lamwo. • The RTI HQ and Uganda teams completed the evaluation process for a consultancy to develop the Uganda NTD program advocacy strategy and selected an organization. The strategy development will take place May through July 2021. WI-HER and RTI completed the GESI NTD MDA training in coordination with the MOH. • In preparation for the review and update of the Uganda NTD Master plan (2017-2022), a task force led by the Assistant Commissioner of Vector Borne Diseases and comprising NTD program managers and key partners (including Act | East participated East) held a two-day retreat in Jinja in April to finalize the protocol that will guide the review and presented at update process. WHO provided overall technical guidance during the 15th National Onchocerciasis Elimination Committee (NOEC) Meeting held in Abuja from 7th to 9th December 2022. Key highlights of the meeting include: o Act | East to proceed with Onchocerciasis River prospection in CRS and present the outcome to NOEP/NOEC o Act| East to complete OV Epidemiological and Entomological Assessment to confirm the change of CRS from Tan (transmission suspected interrupted) to Ash (transmission interrupted). XXXX also confirmed that black fly collection be commenced after completion of entomological survey and be conducted for a period of 12 months. o Entomological survey results from Abia, Anambra, Enugu, and Xxx confirmed that the four states have successfully interrupted transmission and can be reclassified from Tan to Ash. Key highlights of the meeting include: o Act | East to proceed with Onchocerciasis River prospection in CRS and present the outcome to NOEP/NOEC o Act| East to complete OV Epidemiological and Entomological Assessment to confirm the change of CRS from Tan (transmission suspected interrupted) to Ash (transmission interrupted). XXXX also confirmed that black fly collection be commenced after Following completion of entomological survey and be conducted for a period of 12 months. o Entomological survey results from Abia, Anambra, Enugu, and Xxx confirmed that the four states have successfully interrupted transmission and can be reclassified from Tan to Ash. Medicines with a short shelf life were retained for utilization by the respective districts. Balances of Azithromycin tablets were retrieved from the districts and brought back to the VCD stores at the MOH to avoid misuse at the district level. These will be kept until the next round of MDA. • CES was conducted in December in Buliisa, Nabilatuk, and Amudat districts to assess reported coverage of the trachoma MDA. In Amudat district, the CES involved an oversample of 10 additional clusters to ascertain coverage amongst mobile and nomadic populations especially those that were treated during targeted outreach in neighboring Kween and Bulambuli districts. Act | East, working closely with the MOH team, developed the survey protocol, provided financial logistical and technical support during training of survey teams, and participated in supervision of field work. • The NTD Secretariat meeting that brings together partners and other stakeholders was held on December 17th, 2021. Among the agenda items were program specific updates and discussion of the draft NTD advocacy strategy. • With financial support from Sightsavers, MoH held a two-day retreat from December 7-8th to FMOH review the implementation status of Uganda’s NTD Master Plan; a process that is expected to lead to the update of the new NTD Master Plan in line with the current NTD elimination trajectory in Uganda and CRS the WHO 2030 roadmap. • R4D presented the findings of the assessment of NTD financial and programmatic records and NTD stakeholder mapping at the NTD Master Plan review retreat on 7th December 2021. The timing of this activity aligned well with the ongoing review of the NTD Master Plan, and it was agreed that some of the findings of this assessment would be included. • Save the Children worked with district NTD focal persons and health educators to conduct Pre-TAS two radio talk shows in Yala LGA of CRS. The official FMOH report is pending, Moroto (Ateker FM) and results will be reflected in the TAS tracker. However, it was noted that close interaction between community members in Yala and bordering communities in other states Nakapiripirit (Benue & EbonyiHeritage FM) presents a risk for cross-border transmission. Highlights: • Pre-TAS were organized in Yala LGA collaboration with the MOH in the districts of CRS Highlights: RTI • Act | East participated Bulungan from November 1-6; Sumba Barat from November 1-6; Manggari Timur from November 8-15; Mamberamo Tengah from November 18-22; and presented at in two Evaluation Units in Bogor from November 15-19 and November 22- 26. These surveys were all community-based, targeting children and adults 5-60 years old. Results for the 15th National Onchocerciasis Elimination Committee (NOEC) Meeting held survey in Abuja from 7th to 9th December 2022. Key highlights Bulungan, Sumba Barat, and Manggari Timur are pending laboratory analysis of the meeting include: o Act | East to proceed with Onchocerciasis River prospection in CRS and present night blood samples by the outcome to NOEP/NOEC o Act| East to complete OV Epidemiological and Entomological Assessment to confirm the change of CRS from Tan (transmission suspected interrupted) to Ash (transmission interrupted). XXXX also confirmed that black fly collection be commenced after completion of entomological survey and be conducted for a period of 12 months. o Entomological survey results from Abia, Anambra, Enugu, and Xxx confirmed that the four states have successfully interrupted transmission and can be reclassified from Tan to Ashrelevant Regional Environmental Laboratory. The four States surveys in Mamberamo Tengah and Bogor used FTS. Bogor passed with 0 positives and a final report for Mamberamo Tengah is still forthcoming. • A school-based TAS3 was organized in one EU of Lebak district from November 1-12 in collaboration with the MOH, as well as a school-based TAS2 in Tasikmalaya from November 15-30. Both surveys used FTS among children aged 6 to 7 years old. Although schools are at 50% capacity due to commence Post Treatment Surveillance (PTS) when LF treatment stopsthe COVID-19 pandemic, the survey teams worked with school administrations to ensure that eligible students were at schools on the days survey teams were visiting. o That FMoH prioritize LF assessment in LF-OV co-endemic LGAs that have stopped OV MDA o That Partners support States No major adaptations to implement MMDP activities. o Both Cameroon and Benin Republic be invited early to NOEC meetings o That FMOH to organize cross border meetings for bordering States where OV transmission has been interrupted and present at the next NOEC meeting. o That CRS consider conducting cross border meetings with Cameroon and states bordering CRS (Akwa Ibom, Benue, Ebonyi and Abia) • From December 10-19, Act | East provided financial and technical support to FMOH and CRS to conduct Pre-TAS in Yala LGA of CRSregular survey methodology were required. The official FMOH report is pendingTAS3 in Lebak included samples from 1648 students from 40 schools, and results will be reflected in the TAS tracker. However, it was noted that close interaction between community members in Yala and bordering communities in other states (Benue & Ebonyi) presents a risk for cross-border transmissionwith no positive results. The need for collaboration TAS2 in Tasikmalaya sampled 1731 students from 45 schools, with State and Partners in Ebonyi and Benue for targeted treatment at 4 positive cases which was below the border communities was notedcritical cut off value. TCC • Supervision of MDA was done in the five border LGAs of Edo state from 14th Both surveys are considered to 21st December 2022. • Training of FLHWs and CDDs was done in Ika Northeast LGA in Delta, 14th to 23rd December 2022. • Mop-up treatment was carried out in Nkanu East LGA of Enugu State notably in Amagunze, Amechi Idodo, Eziama, Nomeh, Nara and Nkerefi axes on 15 – 16 December 2022. • Data verification and entry for the 4 LGAs of Ebonyi State. • Continued retrieval of training and treatments data in Plateau, Nasarawa and Ebonyi States. • Monitoring and tracking of immigrants in the border LGAs were carried out in Plateau and Nasarawa States. • Oncho post elimination surveillance radio jingles were aired in Plateau and Nasarawa States • Data retrieval in 21 LGA in Imo State and all 17 LGAs of Abia State has been concludedhave passed. The purpose of these meetings was to discuss priorities Participants from RTI, Light for the World (LFTW), Olha do mundo, Occularis and MISAU ophthalmology program staff were present. Partners shared their major activities during FY21 and planned FY22 activities and discussed the status of the development of the national ophthalmology plan, the dates of the next MECC meeting, HMIS indicators and drug importation fees. • Act |East continues to work with MISAU staff, including the NTD program coordinator, finance team, and how health management provincial and districts teams of Manica and the concerned districts (Guro, Tambara and Macossa) on the fixed amount award (FAA) documents. • The Act | East support will factor into COP presented at the newly integrated DOH structuresASTMH annual meeting on “The evolution of tools used to measure treatment for malaria and NTDs: achievements and gaps” as part of the session” Beyond the Campaign: Integration of Vertical Disease Control Programs Into Primary Care; Lessons Learned From NTDs and Malaria” on November 20th. • Act | East HQ began reviewing applications |East staff are coordinating with ITI and CMAM (Central de Medicamentos e Artigos Médicos (Center for Drugs and Medical Supplies)) to ship Zithromax to Mozambique in February 2022. Upcoming activities requiring COVID protocols: • FAA development: MDA FAA planning meetings with provincial and district staff in Nampula in December 2021. • TT smartphone tool testing: RTI will support the Technical Advisor role that will replace testing of the Program Technical Support Manager previously occupied by [Redacted]. Interviews will begin tool in two districts (Chemba district, Sofala province and Guro district, Manica province) in January 2023 and will continue until a suitable candidate is found.
