PG&E uses a nonpublic internal protocol for evaluating offers for ownership, including Sites for Development, buyout options, joint development and/or joint ownership, and Purchase and Sale Agreements. While the solicitation protocol provides detail on what additional information a Participant should provide when proposing such an Offer for utility ownership, it is not particularly revealing about how such Offers are evaluated against criteria other than valuation. Xxxxxx suggests that, in the interest of transparency, in future solicitations PG&E should provide greater clarity on what high-level factors enter this evaluation.
