Waiver of Negotiations During the Term of Agreement. The Board shall retain all rights, powers, duties and authority granted by law and shall adopt, rescind, or modify such policies, rules and regulations as it deems appropriate except when expressly and specifically limited or restricted by the terms of this Contract. However, the parties shall remain obligated to negotiate mid-term on mandatory subjects of bargaining not already contained in this Contract, and were not addressed during the bargaining process.
