GENERAL INFORMATION 2. FUEL SPECIFICATIONS: 2.1. Fuel provided must meet Air Resources Board (ARB), “The California Reformulated Gasoline Regulations” Title 13, California Code of Regulations Sections 2250-2273.5 latest version / sub articles, and all-inclusive amendments. 2.2. Fuel provided must meet Xxxx Vapor Pressure (RVP) Requirements as required under California’s Phase 2 Reformulated Gasoline (CaRFG2) & Phase 3 Reformulated Gasoline (CaRFG2). 2.3. Fuel provided must comply with the requirements of American Society of Testing and Materials (ASTM) D4815 standard or latest version as verified by an independent lab of the County’s choosing. 2.4. Regular Unleaded Gasoline shall have Minimum Octane Rating of 87 which shall be determined by using the R+M/2 method. 2.5. Unleaded-Plus Gasoline shall have Minimum Octane Rating of 89 which shall be determined by using the R+M/2 method. 2.6. Unleaded Premium Gasoline shall have Minimum Octane Rating of 91 which shall be determined by using the R+M/2 method. 2.7. Only products of new manufacture or distillation will be accepted. No refined or reclaimed products will be accepted. All fuel/gasoline shall have a minimum shelf life of one (1) year. 2.8. All products furnished shall conform to all Federal, State, Local, American Society of Testing & Materials (ASTM), Department of Transportation (DOT) and Air Resources Board (ARB) regulations for the handling and supply of unleaded fuel/gasoline.

Xxxx Xxxxx Airport (JWA) is owned and operated by the County of Orange; it is the only commercial airport in Orange County, California. JWA serves a population of approximately three million people in 34 cities and the unincorporated areas of Orange County. Ten commercial airlines and two commuter operators provide commercial passenger service at JWA with nonstop service to more than 30 destinations in the United States, Canada, and Mexico. In 2019 and prior to the pandemic, JWA served over 10.6 million passengers and had a total of 301,098 operations. Of those operations, 68% were generated by privately owned and operated general aviation aircraft. Two all-cargo carriers operate at JWA, and they transported approximately 15,793 tons in 2019. JWA has one of the most stringent aircraft access and noise monitoring programs in the United States, and, perhaps, the world. Commercial airlines and cargo operators are regulated by the Phase 2 Commercial Airline Access Plan & Regulation (Access Plan). The Access Plan places restrictions on operational capacity, hours of operations, and noise levels. General Aviation operations are permitted 24 hours daily subject to compliance with the daytime noise limits and the more restrictive nighttime noise limits, as documented in the General Aviation Noise Ordinance (XXXX). In order for the JWA Access & Noise Office (ANO) to enforce the operational and noise restrictions, they utilize a state-of-the-art Airport Noise Monitoring System (ANMS). The ANMS is a fully integrated system that collects and correlates noise, flight track, and complaint data. The ANMS consists of four primary components: A. Noise Monitoring Station (NMS) Hardware/Airport Noise and Operations Management System (ANOMS) Software B. WebTrak Public Flight Tracking System Software (WebTrak) C. Viewpoint Complaint Collection and Management Service (Viewpoint)

This Amendment modifies the Contract only as expressly set forth herein. Wherever a conflict in the terms or conditions of this Amendment and the Contract exists, the terms and conditions of this Amendment shall prevail. In all other respects, the terms and conditions of the Contract, including its amendments, remain unchanged, in full force and effect.
