Warehouse Operator. A person licensed under the USWA who owns or manages a cotton warehouse. Warehouse Receipt. A receipt, either negotiable or nonnegotiable, issued by the Warehouse Operator that evidences title to the cotton received by the Warehouse Operator for storage in their USWA licensed space, including an EWR.
