WATER RIGHTS PERMITS. The Water Rights Owning Parties shall not oppose, interfere with, delay, or deny any application or proposal to transfer water rights, and shall waive any and all protests, objections, or opposition in any manner to applications filed with the State Engineer for permits that are consistent with this Settlement Agreement and that are necessary for the following water rights actions:
