When Transfer is Prohibited. DCHA will not consent to the transfer if any transferee, or any principal or other interested party is debarred, suspended or subject to a limited denial of participation under District or federal law or is listed on a District or federal list of parties excluded from District or federal procurement or nonprocurement programs.
