Since approval of the original contract, the City has shifted course and chose to bond for the removal of the dams that in turn creates stream bank credits that can be sold to projects within the Des Moines Rivershed that require stream bank mitigation efforts. Sale of these credits should pay for the effort to remove the two dams and potentially additional projects.
