FRAMEWORK AGREEMENTFramework Agreement • July 27th, 2020
Within the framework of the Phare programme as adopted in Council Regulation (EEC) No 3906/89 of 18 December 1989 and subsequent amendments and Council Regulation No 622/98 of 16 March 1998 on assistance to the applicant states and other subsequent pre-accession financing instruments in the framework of the pre-accession strategy, and in particular on the establishment of Accession Partnerships, the European Commission wishes to promote the provision of national experts for twinning projects between the national institutions of EU Member States and those of candidate countries, in accordance with the procedure as described hereinafter. The purpose is to assist the countries of Central and Eastern Europe that have applied for membership of the European Union to put in place the institutions required to take on all the acquis communautaire in accordance with Agenda 2000. Covenants for twinning projects will be signed by the governments and executed by their administrations.
