This MOA is intended as a partnership agreement (bilateral or multilateral) which outlines the terms of engagement that include specific roles and responsibilities and with demandable rights and obligations. A MOA is to be used when there is no fund transfer involved between or among the Parties. However, financial resources that will be committed towards the achievement of the agreement’s objectives will be managed independently by each party. This template is intended to be adapted to the context and partnership it will be used for. Provisions/sections may be added/modified to the template contract as may be necessary in the context and nature of the partnership. The MOA is formulated around the SCP partnership principles embodied in the policy guidelines for Non-Funded Contract Approval and Levels of Authority.
