WHEREAS each Local Union represented by the District Council agrees to maintain the Council as their representative and agent for the pur- pose of bargaining collectively and concluding a Collective Agreement with the Employer in accordance with the Uniform Council Constitution and to delegate and they do hereby delegate to the District Council, as their repre- sentative and agent, their authority for members of their respective Local Unions who come within the scope of the Agreement and agree to not with- draw such authority nor to seek to bargain individually with the Employer.
