The Memorandum of Understanding that follows is a formal agreement and contract to work together to provide accountability for El Monte Promise Foundation (EMPF) programs. The goal of EMPF is to provide the highest quality education to students within the El Monte Union High School District (EMUHSD) in order to increase the number of educationally disadvantaged students prepared for higher education and the workplace, and for regular and competitive admission to the University of California (to meet UC admissions standards).
