This GUARANTEED MAXIMUM PRICE DESIGN AND CONSTRUCTION AGREEMENT BETWEEN OWNER AND DESIGN/BUILDER (the "Agreement") is made and entered into by and between the County of El Paso, Texas, a political subdivision of the State of Texas (the "Owner") and Urban Associates, Inc., a Texas corporation (the "Design/Builder"). This Agreement is executed under seal and shall be effective on the date executed by the last party to execute it.
