WHEREAS, the City of Colonial Heights (City) proposes to construct Phase III of its Appomattox River Greenway Trail project (ARGT), a multi-use pedestrian and bike trail along the north side of the Appomattox River extending from Roslyn Landing Park to Appamatuck Park in Colonial Heights, VA. As shown on Attachments A (location map) and B (preliminary plans), Phase III of the ARGT project (VDOT Project Nos. EN08-106-110, P101, R201, C501 00000-106-16961415, UPC 91208; VDHR File No 2007-1022) extends 3,500 linear feet west from I-95 to Route 301/1 (Boulevard) and is hereafter referred to as the Project; and
