* 1.1 The Employer recognizes the Union as the sole and exclusive bargaining agent for all employees of the Ottawa Public Library Board save and except Managers and those persons above the rank of Manager, Planning Consultants, three (3) Executive/Board Assistants to the Chief Executive Officer and one (1) Administrative Assistant per Deputy CEO/Division Manager, and any other persons excluded under the provisions of the Ontario Labour Relations Act.
