This voluntary Model, conducted pursuant to Section 1115A of the Act, is intended to exist for five plan years of the Part D Program commencing with plan year 2021. The purpose of this Model is to test a change to the Manufacturer Coverage Gap Discount Program to allow Part D sponsors, through eligible enhanced alternative plans, to offer a Part D benefit design that includes predictable, standard copays in the deductible, initial coverage, and coverage gap phases by offering supplemental benefits that apply after manufacturers provide a discounted price for applicable drugs included in the Model.
