FiledFebruary 15th, 2013The State of Arkansas was the first state to indicate an interest in pursuing the State Partnership Exchange Model and maximizing the local flexibility allowed under this Exchange Model. The Governor delegated responsibility for planning and implementing the State Partnership Exchange model to the Commissioner of the Arkansas Insurance Department (AID) and its new division, the Health Benefits Exchange Partnership Division (HBEPD). AID was the grantee for a Planning Grant in the fall of 2010, a Level One Establishment Grant in February 2012 (known as the Level One A), and a second Level One Establishment Grant in September 2012 (known as the Level One B), each outlining steps toward the goal of having a fully functional Exchange for Arkansas residents by January 2014.
