It is the intent and purpose of this Agreement to recognize a common interest between the House of Commons and the Communications, Energy and Paperworkers Union (CEP) in promoting a harmonious and mutually beneficial relationship between the House and its employees, consistent with the rights of both parties. It is further the intent and purpose of this Agreement to foster a friendly spirit which shall prevail at all times between the Employer and the employees, and to this end this Agreement is signed in good faith by the two parties. The Agreement is therefore designed to set forth certain terms and conditions of employment relating to remuneration, hours of work, employee benefits and general working conditions affecting employees covered by this Agreement.
