This Interlocal Agreement creates the charter for a separate legal entity entitled the Polk Regional Water Cooperative to serve these regional purposes. These regional purposes include developing, recovering, storing and supplying water for county or municipal purpose in such a manner, as will give priority to reducing adverse environmental effects of excessive or improper withdrawals of water from concentrated areas. Capitalized terms used in this preamble shall have the meaning ascribed to those terms in the definitions section of this Interlocal Agreement.
