this Agreement will promote and improve the industrial economic relationship between the City and the Union and set forth herein the basic agreement covering rates of pay, hours of work and conditions of employment to be observed between the parties hereto, PROVIDED that except as otherwise provided in this Agreement, the management, supervision and control of the City's operation and the direction of the working force shall remain an exclusive management function subject always to the grievance procedure contained in this Agreement.
