THIS REVISED DEVELOPMENT AGREEMENT (“Agreement”) is made effective as of 2018 by and among Downtown Salisbury, Inc., a North Carolina nonprofit corporation (“DSI”), the City of Salisbury, a North Carolina public body corporate and politic (the “City”) and Empire Hotel Holdings, LLC, a North Carolina limited liability company (“Developer”).
