To deepen the economic and trade cooperation with countries and regions covered by the “Belt and Road” initiative, promote the integrated development of the Guangdong-Hong Kong- Macao Greater Bay Area, take forward the implementation of the Framework Agreement on Hong Kong/Guangdong Cooperation fully, and enhance the exchanges and cooperation between the Mainland enterprises and the Hong Kong legal sector, the Bureau of Policies, Laws and Regulations of the State-owned Assets Supervision and Administration Commission of the State Council, the Department of Treaty and Law of the Ministry of Commerce, and the Department of Justice of the Government of the Hong Kong Special Administrative Region have reached the following consensus on promoting exchanges and cooperation among the Mainland enterprises, the Hong Kong legal sector and the parties to this Arrangement:
