Complainant alleges discrimination in the area of housing on the basis of disability. Complainant alleged Respondents failed to provide a reasonable accommodation by refusing to waive their “no-pets” policy for an assistance animal and this resulted in different terms, conditions or privileges of rental, and a denial of rental housing based on disability. Respondents own and manage the subject property, a four-unit apartment complex, located at 416 East 18th Street, Spencer, Iowa 51301.

Complainant alleges that upon establishing a need for an assistance animal, Respondents illegally steered her towards their rental apartment located at 521 North Court Street and away from their rental property located at 120 East Maple Avenue. In addition, Complainant states Respondents failed to provide a reasonable accommodation by refusing to waive their $500 “pet-deposit” policy for an assistance animal and this resulted in different terms, conditions or privileges of rental, and a denial of rental housing based on disability. Respondents own or manage the subject properties located at 120 East Maple Avenue, Ottumwa, Iowa 52501 and 521 North Court Street, Ottumwa, Iowa 52501.
