This Agreement is entered into by and between Richard W Garcia, D.C. (“Licensee”), and the Complaint Panel (“Panel”) of the Minnesota Board of Chiropractic Examiners (“Board”) pursuant to the authority of Minn. Stat. § 214.103, subd. 6(a). Licensee has been advised by Board representatives that Licensee may choose to be represented by legal counsel in this matter. Licensee was represented by Robert Kuderer of Erickson, Zierke, Kuderer, and Madsen, P.A., Law Firm. The Panel was represented by Rebecca Huting, Assistant Attorney General, 1400 Bremer Tower, 445 Minnesota Street, St. Paul, Minnesota 55101. Licensee and the Panel hereby agree as follows:
