WHEREAS, the Participating United Nations Organizations signing this Memorandum of Understanding (hereinafter referred to collectively as the “Participating UN Organizations”) have developed a “Raising Competitiveness of the Region through Innovative Approaches to Regional Planning and Social Services (using Semey as an example)” Joint Programme starting on 1 January 2011 and ending on 31 December 2015 (hereinafter referred to as the “Joint Programme”), as may be amended from time to time, as part of their respective development cooperation with the Government of Kazakhstan, as more fully described in the Joint Programme Document dated 19.05.2011, document no.
