As we approach 2011, we have been carefully assessing the impacts of Federal Health Care Reform, particularly the coming impact of the new requirements relating to minimum loss ratio (MLR). The NAIC has now made public its proposed recommendations on this key provision and the Secretary of Health and Human Services is expected to rule on the subject in the next 30 days or so – a ruling that is expected to closely track with recommendations made by the NAIC.
