in respect of each of the Freehold Sites and Leasehold Sites a photographic schedule evidencing and recording as at the Commencement Date the state of repair and condition of the relevant site (with annotated notes if appropriate) but for the avoidance of doubt such Schedule shall not address issues of Contamination at the relevant Site prepared by and at the cost of the Contractor and approved by the Councils in accordance with the provisions of paragraph 5 of Part 2 of this Schedule 14
