This email is to confirm that the applicant is not proposing financial assurances for the construction implementation of Phase 1 of Tippen Bay Mitigation Bank. Rather, as we discussed in the December 2015 meeting, the applicant understands that the construction and implementation of the first phase will need to be completed and successful prior to the release of mitigation credits per Rule 62- 342.700(4)(a), Florida Administrative Code.
