Having regard to Article 22, § 4 of the Constitution of the Universal Postal Union concluded at Vienna on the 10th July l964, the undersigned, Plenipotentiaries of the Governments of the Member Countries of the Union, have, by common consent and subject to the provisions of Article 25, § 3 of the Constitution, drawn up the following Agreement:
