This Software/Services License Requirements Agreement (“Agreement”) by and between the Commonwealth of Pennsylvania, acting by and through the Department of Conservation and Natural Resources (“Commonwealth”) and RA Outdoors, LLC dba Aspira (“Licensor”) is effective the date the Agreement has been fully executed by the Licensor and by the Commonwealth and all approvals required by Commonwealth contracting procedures have been obtained.
