The following recommendations were developed by community members from the West Oakland, Old Oakland, Jack London and Chinatown communities, which were identified as impacted areas due to their proximity to Howard Terminal. The discussions focused on seven topic areas by working groups that were defined as Topic Cohorts. Members of the general public were invited to participate and become members of the Topic Cohorts. Each Topic Cohort has two lead representatives: one as a resident representative from one of the four impacted areas previously identified, and one who represented that topic area through service or professional work in Oakland about the topic.
