The Terminal Joint Powers Authority, a joint powers authority created by the Alameda- Contra Costa Transit District, the City and County of San Francisco and the Peninsula Corridor Joint Powers Board - Caltrain (“Authority”), and the Alameda-Contra Costa Transportation District, a special transit district organized under the California Public Utilities Code (“AC Transit”), enter into this Agreement on the day of April 2003 to specify the terms and conditions under which the parties will cooperate in the design, construction and operation of a new Transbay Terminal in the City and County of San Francisco.
