During the year of 2008, the government offered a development agreement to a number of different municipalities in Sweden. The purpose of the agreement was to reduce the number of districts in Sweden, where a high proportion of residents felt a sense of exclusion, poor health and insecurity. In connection with the development agreement the Crime Prevention Council and the Statistics Office produced statistics on safety, and the demographic and socio-economic conditions in the 38 selected districts that were included in the development agreement. Through the results it was found that there were three districts that had the highest number of reported crimes. One of these districts was Södra Innerstaden in Malmö. As a result of this background, the study will focus on the district Södra Innerstaden, which today belongs to the district Innerstaden in Malmö.
