This agreement (“Agreement”) is made and entered into by and between the Commonwealth of Pennsylvania, acting by and through the Pennsylvania Historical and Museum Commission, (hereinafter “Commission”) and the Borough of West Chester, (hereinafter “Grantee,” or “Contractor”).
