BEND COUNTY, TEXAS, a corporate body politic (“Ft. Bend”), PORT FREEPORT, a corporate body politic (“Port Freeport”) and the BRAZORIA-FT. BEND RAIL DISTRICT (the “District”), a rail district created under Chapter 172 of the Texas Transportation Code (collectively, the “Parties”).
